The government of Uttar Pradesh is formulating plans to establish a dedicated State Quantum Mission to enhance its footprint across frontier technologies, according to ET Government. Principal Secretary for IT and Electronics Alok Kumar outlined the initiative at the ETGovernment AI Vision Conclave in Lucknow on Friday. The proposed state mission aims to develop regional capabilities in quantum computing and quantum communication to participate in technological innovation waves. The subnational initiative aligns with the Union government's National Quantum Mission, which seeks to foster domestic technical competencies across quantum research disciplines. In parallel with national initiatives, multiple Indian states have commenced formulating dedicated regional strategies to capture opportunities emerging across frontier technology sectors, ET Government reported.

Infrastructure Development and Investor Confidence Framework

The state mission concentrates on building specialized capabilities in quantum information processing, communication networks, and robotics infrastructure, The Economic Times reported. State policymakers framed the technology push as part of a wider administrative strategy to attract industrial capital, expand technical adoption, and support regional startups. Highlighting governance and business conditions, chief ministerial advisor Awanish Kumar Awasthi invited technology entrepreneurs to explore commercial investments in the state. Awasthi stated that maintaining effective law enforcement and zero tolerance for crime establishes the necessary foundation for investor confidence and sustained economic development.

National Quantum Mission objectives include developing intermediate-scale quantum computers with 50 to 1000 physical qubits in 8 years across superconducting and photonic technology platforms.

Human Readiness and Workforce Preparedness for Artificial Intelligence

National technical experts emphasized that India's capacity to deploy artificial intelligence successfully depends heavily on workforce readiness alongside computational advancements, ET Government noted. Debjani Ghosh, chief architect of the Frontier Tech Hub and distinguished fellow at NITI Aayog, highlighted the central importance of human preparedness in adopting automation. Ghosh stated that human readiness must serve as the primary launching pad, expressing confidence that Uttar Pradesh can take a leading role in technological execution. The policy expert emphasized tracking global funding shifts, operational risks, and industry trends to prepare regional stakeholders for artificial intelligence transitions.

Capital Market Integration and Retail Investor Expansion

Capital markets will play an important role in realising the state's long-term economic vision, National Stock Exchange managing director Ashishkumar Chauhan stated. Chauhan stated that Uttar Pradesh's retail investor base has expanded to 1.6 crore participants, accounting for nearly 12 percent of the national total. The exchange executive noted that Uttar Pradesh added 11 lakh new equity investors between April and September 2026, registering the highest pace among Indian states. Senior state ministers called for the conscientious adoption of artificial intelligence applications, urging software developers to design digital tools delivering tangible public benefits.

National Stock Exchange MD and CEO Ashishkumar Chauhan stated that the exchange is working with the state government to help MSMEs access capital markets, scale up operations and create employment.
