Odisha Plans 870-Acre Silicon Valley Hub in Cuttack, Securing Rs 23,600 Crore in Proposals

The Odisha government has announced plans to establish an 870-acre semiconductor and electronics manufacturing hub known as Odisha Silicon Valley at Naraj in the Cuttack district. Chief Minister Mohan Charan Majhi unveiled the project during the SEMICON India 2026 conference in New Delhi, announcing that the state has already secured investment proposals worth approximately Rs 23,600 crore with a projected employment generation of 6,100 jobs.

The proposed manufacturing precinct aims to anchor eastern India within the national semiconductor supply chain by leveraging multimodal logistics and proximity to key regional infrastructure. State officials highlighted that the cluster sits along the Cuttack-Bhubaneswar urban corridor, offering direct connectivity to Paradip and Dhamra ports as well as national highway networks.

State officials emphasized the geographic advantages of the Naraj site, noting that semiconductor fabrication and assembly facilities require reliable access to massive water and power resources. The location near the Mahanadi River provides a vital resource advantage for prospective chipmakers and chemical processing units.

The new Naraj hub will complement the state's existing semiconductor cluster anchored around Bhubaneswar's Info Valley, where the pipeline for active projects already exceeds Rs 45,000 crore. Chief Minister Majhi stated that Odisha currently ranks second only to Gujarat in the national semiconductor manufacturing sector, positioning the region as a growing pillar for high-tech industrial growth alongside its traditional mining economy.

Odisha has aligned its state industrial framework with the evolving India Semiconductor Mission 2.0, introducing a recent third policy amendment that extends 25 percent additional fiscal support to approved projects in equipment manufacturing, specialty gases, raw materials, and supply chain segments. The framework also incorporates provisions for engineer relocation, workforce skilling, internships, international patents, and research and development subsidies.

At the New Delhi summit, the state government signed a letter of intent with QuadQuantum to establish a manufacturing facility focused on silicon carbide substrate wafers. Other projects currently advancing through construction include facilities by SiCSem Private Limited and 3D Glass Solutions under the national semiconductor mission, alongside corporate investments from RIR Power Electronics, Sancode Technologies, and ASP Semicon.

During the exhibition, the Chief Minister inaugurated the Odisha Pavilion at Yashobhoomi in the presence of Union Electronics and IT Minister Ashwini Vaishnaw and State Electronics and IT Minister Mukesh Mahaling. The display highlighted operational chip-design prototypes and educational output from regional institutions such as NIT Rourkela and PMEC Berhampur, alongside project models from RIR Power and SiCSem.

On the sidelines of the summit, state delegates held bilateral meetings with international delegations from Japan, Sweden, and Taiwan, alongside major industry players including Applied Materials, Lam Research, Linde, and HORIBA India. State officials confirmed that five semiconductor projects have been formally approved and secured across various execution stages, with the first completed facility slated for official inauguration next month.
