TRAI Proposes Comprehensive Artificial Intelligence Regulatory Framework for Telecom Sector

The Telecom Regulatory Authority of India has proposed a regulatory framework to oversee the responsible deployment of artificial intelligence across telecommunications networks, according to Bold News. Under the regulatory proposal, telecom operators must introduce artificial intelligence policies sanctioned by their respective corporate boards, create dedicated safety committees, and report technical failures. The regulatory intervention follows the increasing integration of automated systems across network routing, customer assistance, operational performance, and electronic service delivery. TRAI published the consultation document on Friday to solicit stakeholder feedback on responsible deployment standards within the telecommunications sector.
Operator Accountability and Vendor Integration Standards
The consultation framework, designated Guidelines on Responsible Use of Artificial Intelligence in Telecommunication Networks, establishes clear operational duties for deployers, Bold News reported. Under the proposed provisions, telecom companies bear full accountability for system outputs regardless of whether technologies are built internally or procured from vendors. This accountability mandate is designed to ensure operational responsibilities remain intact when network operators depend on external third-party software developers. A primary requirement under the draft framework compels telecom operators to secure formal board authorization for corporate artificial intelligence policies.
TRAI stated the guidelines on responsible use of AI in telecom will apply to any entity holding a licence under the Telegraph Act, 1885, or an authorisation under the Telecommunications Act, 2023, using or intending to use AI systems in telecommunication networks or services.
TRAI has invited stakeholder comments on the draft guidelines by November 27, according to PSU Watch.
Essential Infrastructure Protections and Risk Integration
The regulatory draft elevates technology governance to the highest executive levels, ensuring advanced automation is treated as a strategic corporate obligation. Board oversight assists telecommunications firms in instituting formalized procedures to identify operational vulnerabilities and monitor automated applications. Because telecommunications infrastructure supports essential communication services for individuals, private businesses, and government departments, automated disruptions carry risks affecting numerous users. The regulatory framework encourages telecommunications operators to integrate artificial intelligence safeguards into their broader corporate governance structures and operational obligations.
Network Applications, Safety Committees, and Mandatory Incident Reporting
Automated applications execute diverse technical tasks within telecom networks, including performance analysis, anomaly identification, subscriber communication, and operational decision support, Bold News reported. The regulatory guidelines also require operators to institute dedicated committees tasked with overseeing artificial intelligence governance and safety. Specialized oversight committees provide dedicated institutional mechanisms to evaluate how automated software is implemented and supervised across network nodes. The regulatory framework mandates that telecom service providers report serious artificial intelligence incidents directly to sector regulators, Bold News reported. Mandatory incident notifications ensure regulatory visibility over emerging technical failures, unpredicted automated behaviours, and operational vulnerabilities across domestic networks. Comprehensive incident logging allows authorities to understand real-world algorithmic performance and institute additional safeguards when emerging risks arise.
Under the draft guidelines, automated security events would be grouped into critical, high, moderate, and low tiers, with mandatory reporting enforced specifically for critical and high categories, according to PSU Watch.
