A new report from the United Nations Environment Programme, titled "Limiting Overshoot" and released on September 2, 2026, concludes that global temperature rise is destined to exceed 1.5 degrees Celsius above pre-industrial levels, likely within the next few years, making an overshoot of this critical climate threshold unavoidable.
The report proposes an overshoot, peak, and decline pathway as the most viable option for humanity to minimize the extent and duration of this exceedance and eventually return to below 1.5 degrees Celsius. This pathway necessitates immediate and sustained reductions in greenhouse gas emissions, including methane, to achieve net-zero, coupled with carefully managed carbon dioxide removal strategies. Even under the most optimistic projections, global warming is expected to peak at 1.8 degrees Celsius, while current policies could lead to a warming of 2.6 degrees Celsius by the end of the century. The year 2024 marked the first instance where the average global temperature surpassed 1.5 degrees Celsius.
Emissions Targets and Carbon Budgets
According to the UNEP report data, emissions need to be cut by 55 percent by 2035 and nearly eliminated by mid-century to follow the pathway. Current global carbon dioxide emissions are approximately 40 billion tonnes per year. Only about 130 billion tonnes of additional carbon dioxide can be emitted from 2026 onwards for a 50 percent chance of limiting warming to 1.5 degrees Celsius.
Inger Andersen, executive director of UNEP, stated, "There are no good outcomes if we remain above 1.5°C. Across the globe, extreme heatwaves are already proving that climate impacts will strike faster, hit harder, and last longer - costing more lives and causing deeper disruption. Now is the time we must double down on climate action."
UN Secretary-General Antonio Guterres remarked, "This summer's scorching heat, raging wildfires, and deadly floods are a warning of what lies ahead. We must make the overshoot above 1.5°C as small and short as possible. That demands an overshoot of ambition.
The report does not provide specific details on the carefully governed carbon dioxide removal strategies beyond the general concept.
Environmental Criticisms and Scientific Context
Greenpeace is urging governments to respond urgently by rapidly transitioning away from fossil fuels and halting forest destruction to mitigate the threat, emphasizing that the global commitment to limit warming to 1.5 degrees Celsius remains despite the temporary overshoot. 350.org asserts that every fraction of a degree is still worth fighting for, and that the magnitude and duration of the overshoot are not predetermined but are subject to current political decisions. Joeri Rogelj, a climate scientist at Imperial College London and a lead author of the report, highlighted the greater difficulty in removing carbon from the atmosphere compared to releasing it.
This UNEP report is the first United Nations document to explicitly declare the inevitability of exceeding 1.5 degrees Celsius and to outline a strategy for reversing excess temperature rise, coming 11 years after nations at the Paris climate talks pledged to limit warming to 1.5 degrees Celsius. The World Meteorological Organization had previously indicated in May that there was a high likelihood, specifically a 75 percent chance, that the 2026 to 2030 five-year mean global temperature would exceed 1.5 degrees Celsius.
Vulnerable Regions and Economic Implications
For global populations, particularly those in vulnerable regions, the report warns of intensifying climate impacts, including more severe heatwaves, fires, droughts, and extreme weather events, alongside potential irreversible tipping points such as the dieback of the Amazon rainforest or permafrost thaw. Small Island Developing States face the threat of potential submersion. The report implies that national climate policies worldwide will require substantial strengthening, with a focus on rapid emissions reductions and carbon removal strategies, which will have significant implications for various industries and economies globally.
