Former Energy Minister Kulman Ghising stressed that future infrastructure must incorporate flood-resilient engineering, early-warning systems, and robust evacuation protocols to cope with high-altitude regions warming at 50% above the global average.
International Responsibility and Transboundary Cooperation
As Nepal counts the enormous human and economic toll of the disaster, government officials have emphasized that climate risks transcend national borders and cannot be managed by Kathmandu alone.
