Ashwini Vaishnaw Warns Semiconductor Industry of Potential Sabotage Risks

Union Minister for Electronics and Information Technology Ashwini Vaishnaw has urged the domestic semiconductor industry and deeptech startups to maintain strict vigilance against potential cyberattacks, disinformation campaigns, and physical disruptions. Speaking on the heels of the recent SEMICON India summit, the minister warned that India's rapid rise in the global chip manufacturing and design value chain will inevitably invite pushback from established international competitors.
Vaishnaw pointed to historical friction encountered during the initial expansion of domestic smartphone assembly to illustrate the scale of opposition new manufacturing hubs can face. Recalling disruptions experienced when Apple began assembling iPhones in India, he noted that early efforts encountered coordinated negative publicity and localized sabotage, asserting that similar strategic friction should be anticipated as the nation builds its domestic semiconductor ecosystem.

Geopolitical Resistance and Strategic Risks

As the global technology landscape recalibrates amid heightened demand for semiconductors driven by artificial intelligence and national security priorities, major economies are aggressively securing localized supply chains. Vaishnaw emphasized that semiconductors constitute a highly strategic asset found in everything from commercial electronics to advanced defense systems. Because dominant legacy producers in the United States, Taiwan, and South Korea face emerging competition, the minister cautioned that external actors opposed to India's technological self-reliance will deploy asymmetric tactics.
Industry leaders have been advised to fortify digital infrastructure and operational security against targeted intrusions. According to government disclosures, stakeholders must prepare for multi-pronged threats, including sophisticated cyber intrusions designed to compromise proprietary designs, fabricated news campaigns intended to destabilize labor relations, and direct physical interference with facility operations.

Investment Momentum and Policy Backing

These security warnings accompany substantial financial expansion under the central government's Rs 1,27,500-crore Semicon 2.0 policy framework. The ongoing initiative aims to establish an end-to-end domestic value chain spanning raw material processing, chip design, fabrication, packaging, and specialized talent development. Government metrics indicate that approximately USD 11 billion to USD 12 billion in investment interest has materialized, with projects scheduled for deployment over the next two to three years.
The recent 2026 iteration of SEMICON India served as a focal point for this capital influx, drawing roughly 300 international corporations from 52 countries and culminating in 56 signed memorandums of understanding and strategic pacts. Major commitments highlighted during the summit included Applied Materials pledging a USD 5 billion expansion plan through 2035, Lam Research advancing a Rs 10,000-crore investment proposal, Tata Electronics developing a dedicated 363-acre vendor park in Dholera, and Fujifilm establishing a Rs 800-crore semiconductor materials facility.

Industry Preparedness and Defensive Measures

Addressing the vulnerabilities inherent in scaling high-stakes hardware manufacturing, Vaishnaw stated that he held candid discussions with corporate executives and startup founders during the summit. He reported that industry stakeholders are fully cognizant of these geopolitical and operational realities and are prepared to implement defensive safeguards.
While international collaboration remains central to India's semiconductor mission, the administration maintains that domestic operators cannot afford complacency. Safeguarding manufacturing units against industrial espionage, supply chain bottlenecks, and malicious cyber campaigns remains an operational prerequisite as the nation works to solidify its standing as a trusted hub in the global electronics architecture.
