Bharat Petroleum Corporation Limited and the Centre for Science and Environment signed a Memorandum of Understanding on September 2, 2026, in New Delhi, to advance collaboration in biofuels, biomass resource utilization, waste-to-resource solutions, and circular economy initiatives.
The partnership aims to develop and scale sustainable solutions supporting India's transition toward cleaner energy and resource management. Key focus areas include Compressed Biogas, bioethanol, biodiesel, Sustainable Aviation Fuel, and the sustainable utilization of biofuel by-products.
Collaborative Framework and Scope
The agreement outlines specific areas of cooperation, including feedstock assessment, supply chain development, biomass and waste resource management, utilization of by-products, technology assessment, pilot and demonstration projects, market development, capacity building, and knowledge sharing. The initiative will explore opportunities to utilize biofuel by-products such as Fermented Organic Manure, digestate, Bio-CO₂, and Distillers Dried Grains with Solubles.
The collaboration aligns with Bharat Petroleum Corporation Limited's long-term strategy, designated as Project Aspire, which targets achieving net-zero emissions by 2040 through diversification into green energy, petrochemicals, and digital capabilities.

A representative for the Centre for Science and Environment stated confidence in leveraging respective institutional strengths, noting that the organization brings deep expertise in working with municipalities and understanding the Compressed Biogas ecosystem, while Bharat Petroleum Corporation Limited contributes industrial capability and execution strength to scale solutions.
Existing Biofuel Infrastructure and Investments
The partnership builds upon existing corporate initiatives in biofuels, such as the establishment of India's first integrated second-generation and first-generation bio-ethanol refinery in Bargarh, Odisha. That facility involved an investment of ₹1,775 crore and possesses a production capacity of 200 kiloliters per day of ethanol, split evenly between 100 kiloliters per day of second-generation ethanol derived from rice straw and 100 kiloliters per day of first-generation ethanol derived from surplus rice grain. The initiative also follows a February 2025 Memorandum of Understanding with the National Sugar Institute to develop sweet sorghum as a bioethanol feedstock, backed by a ₹50 million research and development pledge.
Capital Allocation and Market Pressures
While the partnership strengthens environmental, social, and governance credentials, Bharat Petroleum Corporation Limited faces ongoing challenges in managing commodity price volatility and allocating capital for diversification efforts. Institutional investors are monitoring how the company balances substantial capital expenditures for traditional refinery upgrades, including a ₹14,000-crore petrochemical project, with the financial requirements of new renewable energy infrastructure. Additionally, state-run oil marketing companies in India contend with persistent margin pressure driven by the disparity between volatile global crude oil prices and regulated domestic fuel pricing.
The partnership targets structural changes across the domestic energy sector. Rural communities and farmers stand to gain new income streams from agricultural waste utilization for biomass, which addresses stubble burning and fosters a sustainable biomass economy while supporting the nation's energy security objectives.
