India Mandates Aadhaar Biometric Authentication for Subsidised LPG Refills Starting October

Domestic liquefied petroleum gas consumers across India must complete biometric Aadhaar authentication before booking subsidised cooking gas refills starting October 1, the Petroleum and Natural Gas Ministry announced. The federal directive aims to ensure regulated retail priced cylinders reach verified households while eliminating duplicate connections and commercial diversion.

As of September 19, approximately 27.43 crore active domestic LPG users, representing 89.9 per cent of the total consumer base, had successfully completed the mandatory verification. Consumers who have already finished authentication require no further action to book subsidised refills through state-backed oil marketing companies.

For the remaining 10.1 per cent of consumers yet to conclude the process, booking subsidised refills will remain restricted until authentication is accomplished. The ministry confirmed that verification can be finalized during regular cylinder deliveries at home, at authorized local distributor showrooms, or via dedicated mobile applications operated by state-run oil companies.

Digital access points include the IndianOil ONE platform for Indane subscribers, HelloBPCL for Bharatgas users, and the HP PAY application for HP Gas consumers. The nationwide verification drive has operated since October 2023, accompanied by extensive outreach involving more than 12 crore targeted SMS and WhatsApp notifications, interactive voice response prompts, and special ground camps organized by local distributors.

Households unwilling or unable to complete biometric Aadhaar authentication will retain the option to procure cooking gas, but purchases will shift to the applicable market rate without state subsidies. Unauthenticated consumers must register their choice through digital channels such as official websites, mobile applications, WhatsApp chatbots, or interactive voice response systems.

Consumers opting out of authentication may receive 5-kilogram or 10-kilogram cylinders based on local retail availability. The government emphasized that the policy is structured to prevent supply leakage rather than deny energy access to legitimate citizens, maintaining a helpline at 1800 2333 555 for assistance.

The mandatory authentication rollout arrives against a backdrop of substantial government expenditures designed to shield households from volatile global energy prices. The implicit subsidy for a standard 14.2-kilogram domestic cylinder stood at approximately Rs 210 in September, dropping from Rs 721 recorded in June.

To cover public-sector oil marketing company under-recoveries, the central government disbursed Rs 22,000 crore in financial compensation during the 2022-23 fiscal year and committed Rs 30,000 crore annually for both 2025-26 and 2026-27. Despite federal fiscal support, cumulative under-recoveries on domestic LPG cylinders at state-owned marketing firms surpassed Rs 62,000 crore as of August 31, underscoring the administrative push to tighten subsidy distribution channels before October.
