Election Commission Orders Special Drive in 20 States to Re-enrol Voters Left Out of Rolls

The Election Commission of India has directed electoral authorities across 20 states and Union Territories where the Special Intensive Revision has concluded to conduct a targeted special drive to re-enrol eligible citizens left off voter lists. Conveyed through formal instructions on September 29 and reinforced during a video conference with state Chief Electoral Officers, the directive addresses widespread public concern following the removal of approximately 13 crore names from draft electoral rolls nationwide.
The administrative intervention follows intense internal scrutiny within the poll body. Previous reporting revealed that Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had formally objected on record multiple times regarding administrative decisions taken without their direct knowledge, including modifications to Form 6 and the centralized operational control of ECINet, the core electoral roll database software managed under IT Director General Seema Khanna.
Form 6 Adjustments and Continuous Updation Rules
Under the new directives, the special enrollment drive will utilize the standard statutory Form 6 without the contentious conditional declaration introduced online in July. The previous online modification mandated applicants to state whether they or their parents appeared on post-SIR voter lists, creating administrative roadblocks for young first-time electors whose families had been deleted from rolls. Both Election Commissioners had previously flagged the online form modification as unauthorized without formal rule amendments under the Registration of Electors Rules 1960. The September 29 communication officially restricts that contentious declaration strictly to the SIR phase, allowing eligible citizens in completed states to apply via the plain statutory form.
During the briefing with state Chief Electoral Officers, the poll body instructed election machinery to cross-reference pre-revision and post-revision rolls to identify unjust omissions. Booth Level Officers have been tasked with conducting house-to-house visits, prioritizing unmapped voters who are neither duplicate entries nor deceased, and assisting them with Form 6 submissions in coordination with political party booth-level agents.
Verification Safeguards and State Implementation
To prevent summary exclusions, state election machinery has begun implementing procedural safeguards stemming from the Commission's September 26 full sitting. Maharashtra, the largest state where the revision remains ongoing, instructed its Electoral Registration Officers not to exclude voters hastily. Under the updated protocols, individuals flagged for logical discrepancies or unmapped status are no longer required to make mandatory in-person appearances at hearings. Booth Level Officers will collect required documentation directly from residences, while individuals already served notices are being informed via digital communication channels that physical attendance is optional.
the Commission announced that an independent technical committee featuring experts from IIT and IIIT will conduct a comprehensive review of ECINet to address access bottlenecks and software flexibility issues. These administrative adjustments follow operational failures documented in regions such as Goa, where local electoral registration officers were unable to reverse deletions due to centralized software restrictions, leaving verified voters off final published rolls.
How a re-enrolment drive should be measured
Announcing a special voter-enrolment drive is not the same as confirming that every eligible person has returned to the rolls. Success can be assessed by applications received, corrections accepted, rejections with reasons and access to appeal, ideally published in an understandable district breakdown. A citizen's immediate concern is whether their name appears in the correct constituency and what documents and deadlines apply to remedy an error. Reporting should keep the Election Commission's stated objectives separate from allegations about why names were absent in the first place.
