Centre Expands Census 2027 Enumerator Pool to Private Teachers

The Union Ministry of Home Affairs has formally expanded the eligibility pool of enumerators for the upcoming Census 2027 by amending the Census Rules 1990. Under the revised framework, teachers of aided and unaided private bodies as well as corporate and bank employees can now be drafted for national population enumeration duties. The Central Government issued these revised regulations under Section 18(1) of the Census Act, 1948, providing statutory backing for the widened appointments.
During the previous 2011 decennial exercise in India, caste tabulation was performed separately through the Socio-Economic and Caste Census, but those specific findings were never formally released by authorities.
Restructuring Enumerator Categories in Census Rules
The Ministry of Home Affairs notified the Census (Amendment) Rules, 2026 through official gazette notification G.S.R. 896(E). The notification was officially signed by Mritunjay Kumar Narayan, Registrar General of India and Census Commissioner. The amendment formally replaces the previous staff description in Rule 3 of the Census Rules, 1990 with three distinct statutory categories. Under substituted entries against serial number 5 of the Table in Rule 3, the first category authorizes teachers employed in educational institutions of government, local authorities, aided bodies, or unaided private entities. The second category encompasses clerks and officials of central and state governments, local establishments, public sector undertakings, statutory bodies, banks, companies, institutions, societies, and trusts. In addition, state governments and Union Territory administrations receive open discretion to appoint any person they consider suitable for performing enumerator duties.
Administrative Scale and Second Phase Timeline
A government official disclosed that approximately 34 lakh enumerators are required to conduct the Population Enumeration nationwide. Population enumeration represents the second and penultimate phase of the comprehensive decennial headcount. The second phase is scheduled to commence across five poll-bound states in November 2026, followed by remaining states in February next year. Earlier field operations were already completed in the snow-bound Union Territory of Ladakh and high-altitude sections of Uttarakhand, Himachal Pradesh, and Jammu and Kashmir. Crucially, the upcoming population enumeration will record caste details, marking the first such exercise in a decennial headcount since 1931.
Enumerators are required to conduct door-to-door collection, assign house numbering, verify self-enumeration details, update layout maps, carry official IDs, and revisit locked premises.
Federal authorities moved up population counting in four specific regions to run from November 16, 2026, through January 4, 2027, ahead of the national schedule.
Historical Precedents and Legal Obligations
Historically, census field operations leaned almost exclusively on government school teachers, revenue staff, and state administration employees. Although the general phrase any person existed in the Census Rules 1990, the new gazette notification explicitly broadens and clarifies the eligible talent pool. This regulatory revision represents the fifth formal amendment to the Census Rules, 1990, following earlier revisions enacted in 1994, 2009, 2018, and 2022. Once appointed under the Census Act, 1948, performing enumeration duties is a binding legal obligation rather than an optional assignment. The statute designates appointed census officers as public servants and establishes statutory penalties for refusing or neglecting duty without lawful excuse.
Operational Directives for Private Employers
Appointed individuals experiencing serious illness or other genuine difficulties must submit written representations to the appointing authority before operations commence.
