Nadda Inaugurates Critical Care Blocks and Public Health Labs in Andhra Pradesh

Union Minister for Health and Family Welfare Jagat Prakash Nadda inaugurated 10 Critical Care Blocks and 12 Integrated Public Health Laboratories in Andhra Pradesh, backed by a combined investment of Rs 250 crore. The launch event, held in Vijayawada on Saturday, brought together Andhra Pradesh Chief Minister N. Chandrababu Naidu and State Health Minister Satya Kumar Yadav to mark a major expansion of regional medical infrastructure.

Addressing the gathering, Mr. Nadda emphasized that the newly opened facilities represent fundamental pillars of national health security rather than routine building additions. The infrastructure expansion is designed to decentralize advanced care and ensure that regional populations can access emergency treatment without relying entirely on major metropolitan tertiary centers.

The newly operational Critical Care Blocks are distributed across government medical colleges, district hospitals, and area hospitals, including facilities in Kadapa, Nellore, Srikakulam, Visakhapatnam, Ongole, Anakapalli, Rajamahendravaram, Kurnool, Hindupur, and Vijayawada. These units are equipped to handle severe medical emergencies by integrating dedicated oxygen systems, isolation wards, and specialized intensive-care capabilities.

Simultaneously, the 12 Integrated Public Health Laboratories established across various area hospitals provide crucial diagnostic and surveillance capabilities. According to the Ministry, these laboratories serve as frontline defenses against emerging disease outbreaks, ensuring that regional health authorities can identify pathogens and implement containment measures before localized infections escalate into widespread public health emergencies.

The regional rollout forms part of the broader Pradhan Mantri Ayushman Bharat Health Infrastructure Mission, which was conceptualized following operational strains observed during the COVID-19 pandemic. Under this nationwide framework, the Central Government has approved an allocation of Rs 1,271.80 crore across a five-year period for Andhra Pradesh alone, encompassing urban and rural health and wellness centers alongside secondary and tertiary infrastructure.

Within this financial package, a total of 24 Critical Care Blocks and 26 Integrated Public Health Laboratories have been sanctioned for the state with respective outlays of approximately Rs 606 crore and Rs 32.50 crore. State health officials noted that civil works for all 26 sanctioned laboratories have already reached completion, with 14 units previously operational and the remaining 12 formally inducted during Saturday's inauguration.

Reflecting on operational hurdles encountered during global health disruptions, Mr. Nadda stated that the pandemic exposed vulnerabilities when standard hospital wards had to undergo emergency conversion to manage infectious caseloads. This reactive approach frequently disrupted routine healthcare delivery, non-COVID treatments, and elective medical procedures across public institutions.

"COVID-19 taught us that health security is national security," Mr. Nadda said while addressing the delegates. He added that a resilient administrative architecture must maintain the simultaneous capacity to manage severe clinical emergencies, monitor infectious disease trends, and preserve regular outpatient and inpatient healthcare services without interruption.

Beyond hospital-level interventions, the overarching health strategy links grassroots primary care units with advanced district facilities. Across India, more than 1.75 lakh Ayushman Arogya Mandirs have been established to provide localized screenings for non-communicable diseases, routine immunizations, and maternal healthcare services under a unified continuum of care.

State-level innovations such as Andhra Pradesh's Sanjeevani program, which delivers doorstep diagnostic testing across 41 health parameters, were highlighted by the Union Minister as valuable models for potential national replication. Officials noted that these localized screening initiatives complement national vaccination tracking systems like the U-WIN digital platform.

Official health metrics cited during the inauguration indicate substantial improvements across core demographic indicators, driven by sustained investments in institutional delivery and immunization programs. Institutional deliveries across the country have surpassed 90 percent for the 2023-24 financial period, reflecting improved maternal access to clinical environments.
