Panchayati Raj Ministry and CESL Partner to Establish EV Charging on Village Land

The Union Ministry of Panchayati Raj and Convergence Energy Services Limited have partnered to establish electric vehicle charging and battery-swapping stations on village land across India, according to reporting by The New Indian Express. Convergence Energy Services Limited operates as a wholly owned subsidiary of Energy Efficiency Services Limited under the Ministry of Power. The formal pact outlining the operational framework was exchanged in New Delhi by Mukta Shekhar, Joint Secretary in the Ministry of Panchayati Raj, alongside CESL Director Akhilesh Kumar Dixit. The partnership is aimed at taking India's clean mobility revolution to the grassroots level by empowering Gram Panchayats across the country, The Hindu reported. The nationwide program seeks to generate durable income streams for village administrations while advancing environmental goals by curbing greenhouse emissions and fostering clean transport solutions.
Land Utilisation Along Highways and Fleet Coverage
The agreement establishes an innovative framework across Gram, Block, and District Panchayats throughout States and Union Territories. The partnership proposes to leverage Panchayat-owned land, including sites situated along State and National Highways as well as premises located near Gram Panchayat offices, to construct a geographically widespread network of clean mobility infrastructure, The Hindu noted. This institutional alliance allows village councils to transform idle public real estate into productive commercial assets, The Times of India reported. Government representatives indicated that the upcoming facilities will accommodate diverse battery-powered categories, spanning electric two-wheelers, three-wheelers, passenger cars, and heavier freight vehicles. This coverage is expected to strengthen the enabling ecosystem for electric vehicle adoption in rural and semi-urban areas while improving connectivity for travellers traversing the country.
Operational Responsibilities and Local Revenue Mobilisation
Under the division of operational responsibilities, the Ministry of Panchayati Raj will coordinate directly with State Panchayati Raj Departments to identify and monitor appropriate project sites. Convergence Energy Services Limited will manage site assessments, demand aggregation, equipment supply, installation, testing, commissioning, operation, and maintenance of the charging stations, The New Indian Express reported. The initiative aligns with broader efforts to enhance Own Source Revenue generation for local governance bodies. The revenue strategy incorporates the recently introduced Model Panchayat Tax, Rates, and Fees Rules, designed to facilitate transparent, accountable, and locally driven revenue mobilisation. Recurring income generated from operating charging and battery-swapping infrastructure will support civic services, village infrastructure, and community welfare programs.
Since 2018, the Ministry of Panchayati Raj has operated the People's Plan Campaign under the theme 'Sabki Yojana, Sabka Vikas' to coordinate village development plans and scheme convergence, according to Press Information Bureau (PIB).
Governance Framework and Rural Development Goals
The bilateral document was executed in the national capital before Union Minister Dr. Vineet Joshi, who oversees Panchayati Raj as well as Fisheries, Animal Husbandry, and Dairying. Speaking at the gathering, Minister Singh urged village representatives to mobilize independent community finances rather than relying exclusively on fiscal distributions from the Centre. The deployment of charging infrastructure directly targets expanding access to electric mobility outside metropolitan cities and urban centres. By establishing clean transport links across rural corridors, the initiative aims to advance the twin national objectives of clean and green villages alongside financially resilient local panchayats. The Ministry of Panchayati Raj and CESL stated that the project will explore how public assets at the local level can expand access to electric mobility infrastructure.
