Uttar Pradesh Boosts Zoonotic Disease Surveillance Under One Health Plan

Uttar Pradesh is prioritizing the early identification of zoonotic diseases through a comprehensive One Health approach. Mukesh Kumar Meshram, the Additional Chief Secretary of the Animal Husbandry Department, announced that active surveillance has commenced across 19 Ramsar sites and critical wetlands. This initiative, part of the RISE Global Health Security (RISE GHS) Project, aims to detect emerging viral threats before they jump from animals to humans. Specialized teams are currently monitoring wild migratory birds for strains of Avian Influenza to mitigate potential outbreaks in the state.

The program involves a collaborative effort between the Animal Husbandry Department and the Forest and Wildlife Department. By focusing on Ramsar sites, which attract thousands of migratory birds annually, the state is targeting the most likely points of entry for global viral strains. This 'One Health' philosophy recognizes that the health of people is closely connected to the health of animals and our shared environment. The RISE GHS project provides the technical framework for this surveillance, ensuring that data is reported in real-time to prevent localized infections from escalating into public health crises.

This proactive strategy is designed to safeguard both the agricultural economy and human populations from the devastating impacts of pandemics. Early detection of diseases like bird flu can prevent mass culling in the poultry industry and reduce the risk of human transmission. For India, which has historically faced challenges with zoonotic outbreaks like Japanese Encephalitis, this data-driven approach marks a significant shift toward modern health security. The successful implementation in Uttar Pradesh could serve as a model for other Indian states to strengthen their biological surveillance infrastructure.
