New Telecom Rules Mandate Strict Data Localization For Infrastructure Providers

The Department of Telecommunications has introduced the Telecommunications (Authorisation for Telecommunication Network) Rules, 2026, which enforce stringent data localization requirements for all communication infrastructure providers in India. Under these new regulations, all network data, system logs, and operational information must be stored exclusively within Indian borders, with a strict prohibition on moving even duplicate data outside the country.

The mandate applies to a broad spectrum of entities, including mobile tower operators, cloud-based telecom networks, and satellite earth stations. This move is designed to enhance national security and ensure that critical infrastructure data remains under domestic jurisdiction, preventing unauthorized cross-border data transfers that could compromise network integrity or user privacy.

To support this transition, the government has created a new category for 'Cloud-Hosted Telecommunication Network Providers.' This category features a low entry fee of ₹10 lakh and zero annual authorization charges, specifically aimed at encouraging the growth of local data centers and cloud service providers. By lowering the barrier to entry, the government hopes to build a robust domestic ecosystem that can handle the increased demand for localized data storage and processing services.
