Spain Replaces India Envoy Juan Antonio March Amid Misconduct Probe

The Spanish government has officially initiated the process to replace its ambassador to India, Juan Antonio March. Following a request from Foreign Minister José Manuel Albares, Madrid has sought an agreement from New Delhi to appoint Alfredo Martínez Serrano as the new envoy. Serrano is currently serving as Spain's ambassador to Canada. The transition follows a period of intense scrutiny regarding March’s tenure, which began in September 2024. Sources suggest the formal understanding for the new appointment is expected within weeks as the administration moves to stabilize its diplomatic presence in India.

The replacement follows allegations that March organized several high-profile cultural events at significant expense without obtaining the necessary clearance from the Spanish foreign ministry. These events reportedly included concerts in Rajasthan and Bhutan featuring performers like Joan Laínez and Zhu Huiling. Notably, some of these concerts were scheduled to coincide with the ambassador’s birthday. The Spanish Anti-Corruption Prosecutor’s Office received reports indicating that certain details regarding embassy spending could have criminal relevance concerning public procurement and the management of public funds. Earlier this year, Spanish authorities vetoed several proposed cultural events after the embassy’s cultural attaché flagged them to superiors in Madrid.

The controversy has sparked significant political fallout in Spain, with opposition lawmakers and the UGT trade union calling for the ambassador’s immediate dismissal. Specific scrutiny has been directed toward the hiring of Zhu Huiling, who received approximately €18,000 for performances in Delhi, Kathmandu, and Bhutan. Spanish embassy regulations typically mandate the promotion of Spanish culture through local artists or those with direct artistic ties to Spain. The ongoing investigation by the Anti-Corruption Office will determine if the management of these funds violated public procurement laws. This administrative overhaul aims to restore fiscal discipline and adherence to foreign ministry protocols within the New Delhi mission.
