Ashwini Vaishnaw Outlines TTE Manning Ratios for Indian Railways Coaches

Union Railway Minister Ashwini Vaishnaw detailed the official manning ratios and deployment policies for Travelling Ticket Examiners (TTEs) on Indian Railways during a Lok Sabha session. The minister explained that TTE assignments are determined by the type of coach and the specific duration of the train journey. Current norms typically require one TTE to manage three to four sleeper coaches, while air-conditioned coaches often have a higher ratio of staff due to service requirements. This transparency comes as the Ministry of Railways focuses on improving revenue collection and enhancing passenger security through better manpower management.

The manpower policy aims to balance operational efficiency with the need for vigilant ticket verification across India's massive rail network. Vaishnaw noted that deployment is categorized into rest and duty cycles to ensure staff are not overworked during long-distance transits. These regulations are part of a broader push to modernize railway operations and reduce ticketless travel, which remains a significant financial drain. The ministry uses a data-driven approach to identify high-density routes where additional examiners may be required to maintain order and ensure berth availability.

Improved TTE presence is expected to enhance the safety and comfort of the 23 million daily passengers who use the Indian Railways. For the average traveller, consistent staffing ensures better management of reserved berths and quicker resolution of on-board grievances. The government is also exploring the integration of handheld terminals for TTEs to streamline the checking process and provide real-time updates on vacant seats. Moving forward, the ministry plans to review these manning ratios annually to adapt to the increasing number of special trains and newly launched Vande Bharat services across various zones.
