Kargil Council Realignment: NC and BJP Secure Budget Vote

The Kargil Autonomous Hill Development Council has achieved a critical budget approval after a surprising political shift saw the National Conference (NC) and BJP unite. Facing a no-confidence motion that threatened the position of Chairman Dr. Mohammad Jaffar Akhoon, the council session successfully passed the annual budget of ₹255 crore with 20 votes in favor. This development effectively sidesteps the opposition led by Congress, whose members chose to abstain from the proceedings, signaling a potential fracture in the long-standing NC-Congress alliance in the district.

The council had been gripped by instability since May 2026, when 16 councilors, including members from the NC and Congress, moved to oust Dr. Akhoon over power-sharing disputes. The Chairman, whose two-and-a-half-year term expired in April, had refused to resign, citing administrative changes in Ladakh, such as the creation of new districts. By securing 20 votes in the 30-member house, Dr. Akhoon has effectively neutralized the no-confidence threat, cementing his current leadership despite the internal discord.

Observers note that the NC-BJP collaboration marks a significant transformation in local political equations, potentially leaving Congress sidelined in the council's governance. Dr. Akhoon has announced plans to appoint two new Executive Councilors to fill vacancies, asserting that the legislative support received during the budget session has restored his mandate.
