Jaishankar Links Pakistan Ties to Terror-Free Environment Amid PoK Unrest

External Affairs Minister S. Jaishankar informed the Lok Sabha that any movement toward normalizing relations with Pakistan is contingent on an 'environment free of terror'. He criticized Islamabad for continuing to use terrorism as an instrument of state policy against India.
