India Launches Comprehensive AI Governance Framework To Ensure Safe Innovation

India has officially unveiled its comprehensive AI Governance Guidelines, establishing a principle-based techno-legal framework designed to foster safe, trusted, and inclusive artificial intelligence. Developed by a committee formed in July 2025, the policy introduces a whole-of-government approach through the creation of the AI Governance Group, the Technology & Policy Expert Committee, and the AI Safety Institute.

The framework implements a strict risk taxonomy that explicitly prohibits social scoring and emotion inference in employment settings. By categorizing AI use cases into prohibited, high, medium, and low-risk tiers, the government aims to balance rapid innovation with necessary public safeguards. The guidelines mandate a review of existing legal structures to address regulatory gaps, proposing targeted legislative amendments to clarify liability, data protection, and copyright issues.

These guidelines are anchored in seven guiding sutras and operate under the foundational legal umbrella of the IT Act, 2000, the Digital Personal Data Protection Act, 2023, and the IT Amendment Rules 2026. This initiative is a critical component of the broader ₹10,372-crore India AI Mission, which focuses on building sovereign compute capacity, developing robust datasets, and strengthening the nation's startup infrastructure to ensure India remains a global leader in responsible AI development.
