Delhi Implements Mandate-Driven EV Policy To Accelerate Electrification

The Delhi government has launched a transformative Electric Vehicle (EV) Policy 2026, effective from July 1, 2026, through March 31, 2030. This policy marks a decisive departure from traditional subsidy-led models toward a mandate-driven approach to electrification. Starting January 1, 2027, new registrations for L5 three-wheelers and N1 goods carriers under 3.5 tonnes will be restricted to electric models. Furthermore, from April 1, 2028, all new two-wheeler registrations in the capital will be required to be electric, signaling a rapid transition for the city's transport ecosystem.

To support this transition, the policy provides substantial financial incentives for consumers. Buyers of electric two-wheelers can receive up to ₹30,000 in incentives, while three-wheeler buyers are eligible for up to ₹50,000. For electric cars priced under ₹30 lakh, the policy offers scrappage incentives of up to ₹1 lakh, alongside a 100% exemption from road tax and registration fees. These measures are designed to lower the total cost of ownership and encourage a faster shift away from internal combustion engine vehicles, particularly for commercial and personal transport.

Beyond vehicle incentives, the policy addresses the critical need for charging infrastructure. Delhi plans to install over 30,000 public charging points throughout the policy period to alleviate range anxiety and support the growing fleet of electric vehicles. This infrastructure push is intended to create a seamless experience for EV owners, ensuring that the city's transition to electric mobility is both practical and sustainable. By combining strict registration mandates with robust support mechanisms, Delhi aims to set a national precedent for urban electrification.
