The Uttar Pradesh Cabinet has approved the Uttar Pradesh Artificial Intelligence Mission (UP-AIM) and the Startup Procurement Scheme 2026, marking a significant push to integrate AI into governance and expand market access for emerging technology firms, according to The Indian Express. Chaired by Chief Minister Yogi Adityanath, the cabinet approved 39 proposals on Friday, including a broader skill development initiative and a sustainable aviation fuel policy, according to The Indian Express.

Uttar Pradesh Artificial Intelligence Mission

The UP-AIM will function as an independent society under the state's IT and Electronics Department, tasked with building an integrated digital infrastructure known as the UP AI Stack. This stack is designed to provide government departments and technology partners with an AI-ready data ecosystem, secure data exchange platforms, and GPU-based computing facilities. The mission aims to develop or implement over 100 AI use cases, with 25 to 30 slated for wider scaling.

A UP department can buy up to Rs 25,000 without a tender.

AI startups and technology partners associated with departments will have access to facilities such as open-weight models (SLMs/LLMs), development sandboxing, and test sandboxing through the UP AI Stack operating platform.

To support the state's AI ecosystem, the government has set targets to train five lakh youth in AI-related skills and prepare 50,000 forward-deployed AI professionals. Additionally, the mission plans to establish AI centres across all 75 districts to foster local innovation and entrepreneurship. A Master System Integrator will be appointed to manage the deployment and maintenance of the AI Stack, while an AI Trust and Assurance Framework will be implemented to oversee security, privacy, and human oversight for high-impact public services.

Startup Procurement and Market Access

Complementing the AI mission, the Startup Procurement Scheme 2026 creates a direct pathway for startups to supply technology solutions to government departments. Eligible startups can access direct procurement opportunities of up to ₹50 lakh, with the limit increasing to ₹1 crore for solutions in sunrise sectors such as deep technology, AI, drones, green energy, and advanced manufacturing.

To facilitate these transactions, the state will launch a dedicated UP Startup E-Marketplace. This platform will connect startup offerings with government departments, supported by departmental innovation funds for pilot projects and proofs of concept. The scheme also allows for limited tenders of up to ₹1 crore exclusively for startups in instances where multiple eligible firms can meet the requirements. These measures are intended to position the state government as a primary customer for local innovation, helping startups scale their products within public-service applications.

What the procurement change means

The important distinction is between building AI capacity and creating a paying market for it. A shared computing stack can reduce the cost of prototyping, but a startup benefits commercially only when a department identifies a problem, runs a successful pilot and places a procurement order. The ₹50 lakh and ₹1 crore ceilings describe permitted purchase sizes, not money automatically allocated to any company. For residents, the test will be whether the promised AI use cases make specific public services faster, more accessible or easier to audit. A transparent list of deployed services, measurable outcomes and privacy safeguards would make that progress assessable.
