UK Pledges 100 Million For AI Biosecurity Lab With OpenAI, Anthropic

The United Kingdom government has pledged 100 million in public funding to establish a new AI Biosecurity Lab (AIBL) under a wider National AI Biosecurity Initiative, backed by up to 200 million in combined AI model credits from OpenAI and Anthropic and research partnerships with Google DeepMind and Basecamp Research, Business Standard and Tech Insider reported. While the UK government's October 23-24 release and the BBC state the funding lines in pounds (£100 million for the lab, up to £200 million in company model credits, and £65 million for pathogen countermeasures), Business Standard reported the package in euros at 100 million euro ($134 million), up to 200 million euro in credits, and 65 million euro for countermeasures.
Breaking down the company commitments to the AI Biosecurity Lab, OpenAI will provide £100 million in compute and model credits plus trusted access to its most capable relevant models through the Rosalind Biodefense programme, while Anthropic will provide up to £100 million in model credits, trusted model access, and dedicated technical support, according to UK Government (Cabinet Office).
The UK government is investing £60 million into a National Cyber Shield that will use agentic AI to improve cyber defences and £70 million into a new National Exposure and Real-Time Vulnerability (NERV) Centre to identify cyber vulnerabilities across critical infrastructure and the economy.
Described by UK ministers as the "world's first dedicated AI biosecurity organisation," the planned lab is still being set up with no disclosed location, leadership or opening date, and is designed to use artificial intelligence to understand, prevent, detect and respond to biological threats and future pandemic risks, Tech Insider reported.
Ministerial Statements And Anthropic's Support For The Lab
UK AI Minister Kanishka Narayan said, "As AI becomes more powerful, Britain must have the capabilities to protect its people and shape its own future," adding, "That means staying ahead of emerging threats, from cyber attacks to biological risks, while building more of the critical technology our security depends on," Business Standard reported. Narayan further stated that the lab "will be a major new global institution, bringing together world-leading scientific expertise to protect people from emerging biological threats and ensure Britain leads the world in AI safety and security," according to Business Standard and Tech Insider.
Matt Clifford, who leads International Affairs at Anthropic and served as the UK Prime Minister's AI advisor until last June, said, "AI is changing both the biological risks we face and the nature of biological discovery, and we applaud the UK government's foresight in opening the AI Biosecurity Lab," Business Standard reported. Clifford added that "Bringing together frontier AI, the UK's scientific strength, and government expertise to detect threats earlier and speed up the development of medical treatments will contribute to the safe deployment of AI across industry and society," Business Standard stated.
Wider UK AI Security Package And Model Credit Structure
Tech Insider noted that OpenAI and Anthropic are providing their up to £200 million contribution as AI model credits rather than cash for laboratory benches or staff, while Google DeepMind and life-sciences firm Basecamp Research are named as research partners with no disclosed funding or work scope. Alongside the biosecurity lab and pathogen countermeasures line, the UK government unveiled 120 million euro in additional funding for the AI Security Institute (renamed from the AI Safety Institute in February 2025 following the November 2023 Bletchley Park summit), 23 million euro for a new AI Economics Institute, 130 million euro to use AI for cyber defence after two software flaws were patched globally on Thursday, and 120 million euro to expand the Sovereign AI Fund into robotics, autonomous systems and advanced manufacturing for British startups, in a broader package headlined on Euronext Live at $800 million, Business Standard and Tech Insider reported.
UK AI Sector Growth And Frontier Containment Context
Sizing the domestic sector that supports these initiatives, Tech Insider cited Office for National Statistics figures showing 23% of UK businesses used AI in late September 2025, up from 9% in September 2023, while the Department for Science, Innovation and Technology's Artificial Intelligence Sector Study 2024 counted 5,862 UK AI companies in 2024, an 85% increase over 2022.
