Vodafone Business, Cassava Technologies, and El Sewedy Electric have launched a dual-track digital infrastructure initiative in Egypt, featuring the country's first national Artificial Intelligence (AI) factory and a $1 billion data center joint venture. Announced at a ceremony at the Grand Egyptian Museum, the projects aim to establish Egypt as a regional technology hub by providing localized, sovereign AI capabilities and high-performance computing. The agreements represent a major step forward in Egypt's digital sovereignty strategy, combining high-performance NVIDIA accelerated computing with local data hosting.
This development comes as the Egyptian government actively promotes its technology and manufacturing sectors at the Alternative Investment Management (AIM) Summit in Dubai, aligning with its broader National AI Strategy for 2025-2030. By establishing localized sovereign compute and AI-optimized services, Egypt is positioning itself to attract foreign direct investment, secure its domestic data, and build a competitive digital economy.
Sovereign AI and the GPU-as-a-Service Model
The newly announced AI factory is designed to operate diverse AI applications and use cases locally, ensuring that sensitive data remains within Egypt's borders. The facility will leverage NVIDIA accelerated computing technologies through Vodafone's partnership with Cassava Technologies, which holds the distinction of being the first NVIDIA cloud partner in Africa. This infrastructure will provide local organizations and government entities with "GPU-as-a-Service" (GPUaaS), allowing them to access advanced computing capabilities more efficiently and rapidly without the need to purchase and manage the underlying physical hardware.

Ahmed El Beheiry, Group Chief Technology & AI Officer and CEO of Cassava AI, emphasized the empowering nature of the project. The $1 Billion Africa Data Centres Egypt Venture
In tandem with the AI factory, Vodafone Business has partnered with El Sewedy Electric and UK-based Cassava Technologies to establish Africa Data Centres Egypt (ADC Egypt). This joint venture will develop and operate state-of-the-art data center infrastructure across the country. The project is scheduled to launch with an initial capacity of 20 megawatts (MW) within its first three years, with long-term plans to scale the facilities up to 200 MW to meet growing regional demand.
The joint venture is expected to attract up to $200 million in foreign direct investment during its first phase, with total investments projected to reach $1 billion as the infrastructure expands. The facilities will offer colocation, hosting, interconnection, cloud enablement, managed infrastructure, and disaster-recovery services. Ahmed Elsewedy, President and CEO of Elsewedy Electric, noted that the initiative will position Egypt as a strategic hub for data storage and transmission, connecting Western and Eastern nations with Africa while leveraging the country's natural resources, energy infrastructure, and skilled local workforce.
National AI Strategy and Legislative Frameworks
The infrastructure rollout aligns closely with Egypt's broader policy objectives. Speaking at the AIM Summit in Dubai, Egyptian Planning Minister Ahmed Rostom revealed that the country is working with the Organisation for Economic Co-operation and Development (OECD) on its National AI Strategy for 2025-2030. The strategy focuses heavily on data governance, unified regulations, and integrating AI technologies into Egypt's manufacturing sector, which contributed 1.1 percentage points to the country's 5.1 percent economic growth in the 2025-2026 financial year.
Minister Rostom emphasized that the integration of AI into manufacturing is "not to replace humans with machines, but to empower them to supervise and control them." To support this transition, Rostom highlighted the necessity of establishing robust legislative frameworks for AI governance and cybersecurity. He also called for increased investment in science and technology programs at universities to prevent a digital divide from emerging in the labor market.
Vodafone's EGP 20 Billion Investment Commitment
The AI factory and data center projects represent a core component of Vodafone Egypt's long-term investment strategy. The company plans to invest more than EGP 20 billion during the current fiscal year, building on historical investments exceeding EGP 125 billion over the past 28 years. Mohamed Abdallah, CEO of Vodafone Egypt and Vodacom International Markets, stated that the partnership supports Vodafone's vision of expanding cloud computing and hosting services to business sectors across the region.
Hardy Pemhiwa, President and Group CEO of Cassava Technologies, pointed out that the cloud computing industry in Africa currently accounts for less than one percent of the global market, highlighting the urgent need for local infrastructure development. "Connectivity, cloud, cyber security, data centers, fintech, and now accelerated compute, our vision is for Africa not simply to consume the technologies that are shaping the future, but to have the digital infrastructure to build, innovate, and compete at a global scale," Pemhiwa said.
Regional Logistics and Fintech Expansions
Beyond artificial intelligence, Egypt is leveraging international partnerships to expand its logistics and financial services footprint. During the AIM Summit, Minister Rostom met with Essa Kazim, Governor of the Dubai International Financial Centre (DIFC) and Chairman of DP World, to discuss expanding logistics cooperation in the Suez Canal Economic Zone (SCZone). DP World has already invested over $1.4 billion to develop logistics infrastructure in Egypt, making it one of the firm's strategic regional markets.
The discussions also focused on registering "Sahl," an Egyptian state-owned digital payments mobile application, with the DIFC. This registration would facilitate Sahl's regional expansion and allow Egyptian expatriates living in the UAE to access electronic bill-payment services. Rostom reiterated that the Egyptian government prioritizes supporting and facilitating the expansion of national companies operating in the fintech and digital services sectors.
Implementation Timeline and Regulatory Next Steps
The immediate next steps for the newly formed partnerships involve the phased rollout of the ADC Egypt facilities, with the initial 20 MW capacity scheduled to come online within the next three years. Concurrently, Vodafone Business and Cassava Technologies will begin deploying the GPU-as-a-Service platform to local government and enterprise clients to initiate local model training and inference.
On the regulatory front, Egypt's Ministry of Communications and Information Technology, led by Minister Raafat Hendy, will continue working with the OECD to finalize the legislative and cybersecurity frameworks required to govern the newly established sovereign AI ecosystem. These regulatory frameworks are expected to be completed before the 2025-2030 national strategy takes full effect.
