Sakana Launches Fugu Multi-Agent AI to Bypass Export Restrictions

Japanese startup Sakana has launched Fugu, a commercial multi-agent orchestration system designed to help enterprises navigate the complexities of AI sovereignty and evolving export controls. Unlike traditional monolithic foundational models, Fugu functions as a dynamic routing system that breaks complex queries into sub-tasks and delegates them to a diverse, swappable pool of specialized AI agents from multiple model providers.

By decoupling reliance on any single large language model (LLM), Fugu provides a practical hedge against vendor lock-in and the risk of sudden regulatory constraints. This approach is positioned as an answer to recent US government actions that have restricted access to frontier models like Claude Fable 5 and Mythos, allowing developers and companies to maintain operational continuity even when top-tier models face access limitations or outages.

Available in standard and high-stakes 'Ultra' variants, Fugu is accessible via a proprietary API service and offers high performance on third-party benchmarks like LiveCodeBench and GPQA-D. While Sakana emphasizes its capability to match the output quality of frontier models, the system remains a commercial black-box tool, currently excluded from the EU and EEA markets as the company works to align its proprietary data routing architecture with GDPR requirements.
