Nicobar Tribal Councils Oppose Draft Election Rules Over Language Imposition

Multiple Nicobarese tribal councils have formally urged the Union Territory administration to scrap the Draft Tribal Council (Preparation of Electoral Rolls and Conduct of Elections) Rules, 2026. The councils, representing islands including Great and Little Nicobar, argue that the proposed rules infringe upon their traditional, consensus-based governance systems by introducing bureaucratic oversight.

A major point of contention is the requirement to publish candidate lists in Hindi. The councils have criticized this as an imposition that disregards the diverse Nicobarese dialects and threatens their unique cultural identity. They maintain that administrative interference in elections could introduce political division into a society historically governed by kinship-based structures such as tuhets and hokgnonks, which rely on mutual respect rather than electoral competition.

The Directorate of Tribal Welfare has scheduled a high-level review meeting on June 30 at Sri Vijaypuram, with leaders from several islands summoned to attend. The tribal councils are demanding either a total withdrawal of the notification or a thorough reconsideration of the framework to ensure it respects their traditional authorities and linguistic autonomy. The administration's response to these formal objections remains a critical point of concern for the local population.
