The digital-only list features notable figures including US President Donald Trump, Israeli Prime Minister Benjamin Netanyahu, British Prime Minister Keir Starmer, and other Western political leaders. The move follows a period of heightened regional tension after Ali Khamenei's death in February 2026.

The retaliatory sentiment stems from the killing of the former Supreme Leader by US-Israeli strikes, an event that triggered the current Middle East war. Mojtaba Khamenei, the son and successor, has vowed public retribution against those responsible for his father's death. While the supreme leader’s successor has declared that participants in these strikes would face severe consequences, it remains unconfirmed if the specific list published by Hamshahri reflects an official directive from the Iranian state.
