India Unveils Comprehensive AI Governance Framework With Seven Guiding Sutras

India has officially launched its AI Governance Guidelines, establishing a principle-based, techno-legal framework designed to balance rapid technological innovation with essential safety safeguards. The government is institutionalizing a whole-of-government approach by creating the AI Governance Group, the Technology & Policy Expert Committee, and the AI Safety Institute to oversee the deployment of artificial intelligence across the nation.

The Information Technology Amendment Rules, 2026, now formally regulate synthetically generated content. These rules mandate that all AI-cloned audio and deepfake imagery must include permanent provenance metadata and clear disclaimers. This move follows a June 17 statement from the Prime Minister, which emphasized the necessity of a safe, rapid, and efficient rollout of AI technologies to ensure national security and public trust.

The government is currently reviewing the IndiaAI Mission to address critical gaps in access to advanced AI models. This review is largely driven by concerns over international export controls, such as those impacting Anthropic's models, which have prompted discussions on how India can maintain sovereignty while fostering local talent and research. The focus remains on building a robust, indigenous AI stack that can withstand global supply chain disruptions while maintaining high safety standards.
