ICC Judges Sue President Trump Over Unlawful Financial Sanctions

Three senior International Criminal Court (ICC) judges, Kimberly Prost, Solomy Balungi Bossa, and Reine Adelaide Sophie Alapini-Gansou, have filed a landmark lawsuit in Manhattan federal court against President Donald Trump. The judges allege that the administration's imposition of financial sanctions—enacted last year following the tribunal's investigation into potential war crimes—is entirely unlawful. The plaintiffs contend these measures constitute a direct attempt to coerce and intimidate the judiciary regarding ongoing cases involving American and Israeli personnel.

The judges describe the sanctions as a modern-day "financial death penalty" that has effectively severed their access to fundamental services. By prohibiting transactions with US-based entities, the administration has barred these judges from utilizing standard banking facilities, credit cards, health insurance, and essential digital platforms. The lawsuit argues that the use of the International Emergency Economic Powers Act (IEEPA) was entirely without merit, as there was no genuine national emergency justifying such punitive actions against international judicial officers.

The ICC, which has operated under international mandate since 2002, maintains jurisdiction over genocide and crimes against humanity. However, the United States remains one of several nations that do not formally recognize the tribunal's authority, creating a persistent friction point in international diplomacy. Legal analysts suggest this lawsuit will serve as a definitive test case for the scope of presidential authority under IEEPA and the protection of international court officials from unilateral economic retaliation.
