Indian Railways Clarifies Rules for Booking Special Train Coaches

The Indian Railways has reaffirmed the official protocols for booking dedicated coaches or entire trains for group travel, including weddings and functions. This clarification follows an incident on the Nandigram Express, where a First AC coupe was improperly decorated by passengers who hired a private decorator without authorization. Railway officials emphasized that unauthorized decoration and entry into coaches are serious violations of the Railway Act, leading to a departmental inquiry and the suspension of the involved staff.

Indian Railways provides a Full Tariff Rate (FTR) system for individuals or organizations wishing to reserve coaches or trains. According to the current rules, booking requests can be made up to six months in advance, with a mandatory minimum lead time of 30 days before the journey. Parties must submit a security deposit of ₹50,000 per coach, which scales up for entire train bookings, and complete the full payment at least seven days before the departure. The reservation process is strictly digital, and refunds are subject to strict compliance with documentation requirements, including a No Dues Certificate.

The Ministry of Railways highlights that chartered coaches can only be attached or detached at stations with a scheduled halt of at least 10 minutes, provided the specific train's technical composition allows for it. The incident served as a reminder that travelers must adhere to standard reservation channels rather than attempting private modifications to rolling stock. As the department investigates the recent lapse at Jalna station, the public is advised to consult the official IRCTC portal for all inquiries related to group travel requirements to avoid legal complications or service disruptions.
