China Bans AI Virtual Companions Following Regulatory Crackdown

Beijing is enforcing strict new rules on anthropomorphic AI that prohibit providers from offering virtual intimate relationships, such as romantic partners or virtual family members, to minors. Effective July 15, major Chinese tech entities like Alibaba and ByteDance will disable customizable persona features in their popular AI chatbots to comply with the directive. This move follows a nationwide regulatory push to curb AI misconduct, including the unauthorized collection of personal data and the spread of obscene content.

The crackdown targets the rise of AI companionship apps, which have faced scrutiny for their potential to foster dependency and collect user data. The Cyberspace Administration of China (CAC) has already removed over 3,500 noncompliant products this year, citing concerns over ‘AI psychosis’ and the ease with which these bots can be manipulated for explicit content. Prior to these rules, the sector largely operated in a regulatory gray area, but the government is now mandating parental consent for minors under 14 accessing such tools.

This policy shift underscores Beijing's commitment to stringent control over generative AI development, impacting how tech giants design user-facing AI agents. While the crackdown is immediate in China, it serves as a global signal for how regulators may approach the ethical risks associated with human-AI companionship. The next phase of the investigation is expected to address the broader menace of AI-generated misinformation and the potential misuse of generative platforms by various age groups.
